Is there a way to add a chamfer to a weldment (machined feature), or does the chamfer need to be added to the component part it self and the display of it controlled by a configuration. It has been a long time since I have had to machine after welding and I thought there was a way to add the chamfer in the assembly and not just in the part.

Not in the assy directly. You may select the part in the feature tree, right-click, edit part. Then chamfer the part. Or just open the part.
In the assy you can extrude-cut the chamfer only. Not very efficient in this case ... I think.
