Distribution System Modeling

(OP)
I am running KYPIPE for a system with a reservoir feeding two pumps in parallel and a hydropneumatic tank floating on the system.  I am only running steady state flows (NOT EPS) for ADF, MDF & PHF. Two questions -

1. Even at small flows, why do I get both pumps operating?  Is it because of the hydro-tank?

2. What does the fire flow analysis report really tell you?  I am guessing it is the flow necessary to maintain the min. pressure (20 psi) at the junction, while supply the normal demand to the rest of the system.  And then I need to check if the pumps are capable of delivering the total flow and if I have sufficient storage for the fire flow duration.  Is that right?

Appreciate your input.
