We have an existing W10 column with a new short W10 column coming down on top of it.  We're welding a plate to the top of the existing W10 and the bottom of the new W10 and bolting the two together.  Is there any reason the bolts can't be put inside of the flanges?  This is just for a small working platform & 1 ton crane.

I cant see a problem as long as it is restrained at this point. This is technically a pinned connection so this needs to be taken into account when calculating effective buckling length.
