I am designing a 14' diameter x 20' high water tank with 500 gpm capacity, which standard should I apply between API 12D or API 12F. Also appreciate if someone could tell me exactly which dimensions shuold I follow when looking on "Table 1" of both API standards that I previously mentioned.

I apologize! it's 500 BBLS not 500 gpm.. looking at another thing on my equipment list.

Both of those standards are set up for certain standard sizes of tanks, and 14' x 20' is not one of them.  You could use API-650 or AWWA D100 if desired.  As to choosing between the 12D and 12F, it's usually a matter of whether it's more economical to build it in shop or field, and local fabricators can tell you that.

API-650 Appendix “J” for “shop built tanks” or Appendix “A” for small field erected tanks.  

Unless the shop is somewhat near the site a 14’ dia tank is not going to be economical to shop fabricate due to freight costs.  (At least in the US.)  Suggest you reduce the diameter and increase the height.  The max diameter that can be easily shipped in the US is about 12’.  If possible pick a height that is a multiple of the most available plate width; in the US this would be 8’.
