whenever I reference a .dwg into V8, microstation always "assumes" the .dwg is metric.  In order to get the file to the correct coordinates, I have to turn true scale off and reset the reference scale factor to 1:1.  Is there a way to reset microstation so that it opens a dialog box asking for the working units every time I open a .dwg?  It did that for a short time after my last install.

When you reference a dwg file do you have a dialog box that shows a DWG options radio button? If so this is where you will be able to make your setting adjustments. If this does not help then, check the help menu regarding using references. That should point you in the right direction.
