What is used for the allowable hoop stress in a filament wound vertical FRP tank?

Read RTP-1.   It is very complicated as it depends on your laminate structure, fiber orientation, etc.  RTP-1, Appendix M will tell you everything you need.  Sorry I can't comment more as it has been more than 13 years since I last did an RTP-1 calculations.  Best is just let the fabricator do the design and quote it for you.  That's basically what everybody does.

ASTM D-3299 and ASTM D-4097 give a very limited allowable stresses for atmospheric tanks...

Try ASME X, BS4994, BS 7159 or ISO 14692 as a start point.

GRP is a generic term for a composite structure. there are no single values. It is a complex calculation using emperical data related to the composite structural design.
