I would like to create a chart that compares the COMPRESSIVE and TENSILE strengths of CONCRETE and STEEL with results in psi.  If this is possible, what would the numbers be?

Yes, this is possible, but you are going to have to narrow down the list of steel types and concrete mixes. You can prepare your own table easily by an Internet search.

Graphs comparing the two are often presented in concrete textbooks.  Would this not suit your needs?

I am sorry I was not clear.
I would like to list the compressive strengths in PSI and they CAN HAVE A RANGE. I would like to list the tensile strengths in the format that is used for tensile strengths. (I don't think psi is acceptable.)  I am writing a small article that explains why steel increases the tensile strength of concrete.  I am showing compressive strength since it is often referenced in concrete.  In regard to compressive strength of concrete, I will show a range of 2000-3000 psi since that is what we typically use to pour foundations.

To summarize, the chart will have 4 listings.
Compressive strength of concrete/steel in psi
Tensile strength of con/steel in xxx.  (USING #5 REBAR)
