Looking for extra-low-profile retrofit valve actuator

I'm looking for actuators I can retrofit onto existing standard sweated 1" manual ball valves for a high-rise building automation project.  The existing clearances are tight.  Does anyone make a standard actuator that is barely higher than a typical bronze sweated ball valve's existing handle?

If I can't find actuators, I will either have to unsweat the valves and rotate them to a new orientation, or simply put in new valves.

All help is greatly appreciated!

If you have a way to attach a bracket to the valve or piping you can use a 90 degree rotary actuator with a link arm to the valve arm.  The actuator stem would be parallel to and facing the same way as the valve stem.  Thereby 90 degrees would be transmitted to the valve.  All you have to do is pick the proper torque.  The actuator can be pneumatic or electric as you wish.
