(OP)
I have a extension spring and expand it to a certain length and at that length a have a calculate number of lbs of force. Suppose I stretch that spring to the same length and heat it to red hot and quence in oil. Will I end up with a compression spring with the same rate as the extension spring?

It depends on the spring material. Most springs are made from an alloy that doesn't see heat and quench to gain strength but get the wire strength through cold drawing during the wire manufacturing. This issue is far more complicated. I suggest you consult with an experienced engineer with a wide knowledge of spring design and technology.

I do not reccomend trying this.  There will be no way for you to control your pitch, you will probably have an OD blow out, you will introduce many new stresses into already stressed wire, you will probably change it's HRC value which could cause breakage... These are just the first few things that jump to mind...  Your best bet is to just use a compression spring that was built as a compression spring and avoid any problems.
