On the drawings you often see title “REFERENCE DRAWINGS” and then drawing list. Grammatically correct it should be “REFERENCED DRAWINGS”, shouldn’t it?

"Advance warning" is an imperative statement commanding a warning to advance itself. As such it should be followed by an exclamation mark (!).
"Advanced warning" is a polite notice of a future disruption given so as not to surprise people.

If you explicitly say 'look at grid C2 of xxx-yyy-zzz' or even 'to meet the requirements of xxx-yyy-zzz' then it could be a referenced drawing.
Oh, and I haven't seen it that often on drawings in the way you describe, on various other types of documents, but not drawings.

In "Referenced Drawings", if my English does not escape me, the word "Referenced" is a Gerund, denoting some form of mild action on the word "Drawings". It also implies an action of referencing in the past, which may or may not be true.
As you are pointing out additional drawings used to back up the information on the drawing containing the note, these drawings are considered references. So they are "Reference Drawings".

In a title of a drawing, as per the OP I would agree to this interpretation. However in other types of documents such as instructions or SOPs, it is often a command or instruction, that you must reference the drawings listed for a full understanding of the document.
Example from an instruction I just finished working with this morning: Reference Drawing XXXXXXX.X for valve configuration on .........
