What are the requirements for engineers to make an approved pressure vessel design in the US?   Is a PE and knowledge of the particular ASME codes enough, or are there other certifications required?  Are the designs PE stamped?

Div. 2 calcs and reports are PE stamped

I should have said....some states may require PE stamp on calculations, but ASME does not require it

Requirements are primarily governed by the States or other local jurisdictions. Some require sign-off of Div. 1 vessels by a P.E. licenced in that State.

Requirements to "make"..??

By "make" the ASME Boiler & Pressure vessel code includes specify, design, fabricate, inspect and test.

Once you have done all of these things, in accordance with pre-approved proceedures and qualified welders with ASME approved and certified materials.....then and only then can you "certify" and register the vessel with an ASME Code Stamp.

Only certain metal fabrication shops are permitted by ASME to issue such certification.

No, a PE approval is not required for each and every calculation and drawing generation. But a PE approval is required for ASME VII Division 2 vessel calculations.

By the way, a vessel that is already fabricated cannot be "made into" an ASME vessel by any process of inspection or back calculation.

My opinion, recollection only.....

What part would a fabrication shop that already has an ASME "U" certificate outsource to a PE?

Would it  just be the "specify and design", or is there more? In other words, what would be the deliverables from the PE such as drawings, calculations, etc.?

The PE is required to certify a particular pressure vessel design (calculations in accordance with the code requirements, selection of materials, fabrication procedures, post weld heat treatment and more) is strictly in accordance with the design code requirements. Vessels designed to ASME VIII Div. 1 do not require PE certification, however, design per Div. 2 and 3 require PE certification, in addition to the U2 or U3 stamp aquired by the fabricator. Again, the PE is reviewing only the submitted documentation and if satisfied, he will stamp, sign and date the certified documents. He does not produce any calculation or any other deliverable to the fabricator, apart of his stamp, date and signature.
