How can planes be displayed in drawings?

I don't think they can, why do you need them on the drawing?

I am using planes as datums.  I would like to avoid drafting in the planes in order to try to keep the manager tree as clean as possible.

planes are infinite, and like infinite line in sketcher they will not project in 3d. Unless you ask Dassault to improve this

U could use an axis system instead, just pick it before the reference plane

You can actually make a measurement against a plane but that is with the FTA, and in 3D.
