Seeking reference/guide for definition on the proper side of a metal stamped flat washer to be installed toward a part surface versus the fastener head.

If its a pure flat washer then its immaterial. If there is a radius/chamfer on one side then it should be on the fastener side. Not sure if i have ever read a reference or such, its just common sense.

In construction a stamped washer was required to be face up so you could tell that the bevel on the washer was facing the correct way.
