For a 1" diameter bolt in a column base plate, which minimum edge distance from table J3.4 is most appropriate, the sheared edge or the rolled edge distance. Thank you in advance!

Neither.  That table doesn't apply, as this anchor rod is not a bolt in AISC's sense of the word.

There really is no minimum edge distance required, unless the anchor rods are in tension.  As long as you have some meat between the hole and edge of plate, you're OK.  See also the link below.

Not all base plates bear on concrete.  Sign poles, transmission poles, light standards, traffic signal poles and electrical substation components base plates bear on nuts which are threaded on the anchor rods.  The article cited is not correct saying anchor rods do not take shear, (in this application).  Tension, shear and bending can all be present at the same time in the anchor rods.  The minimum edge distance used by AISC in connections is also used in base plate hole locations.

That's why I offered the caveat "unless the bolts are in tension."  In the case you describe, AISC's response does not apply, and there would be edge distance considerations.

edge distance is 1.75 for shear edges. This help you i hope.

I'm not sure this comment applies to base plates, but a fabricator once told me that only plates up to 1/2" thick can be shear cut.  Plates thicker than 1/2" are gas cut.
