Window screens that block sunlight also block the airflow thru the screen. If you never open the windows, screens have a lower installed cost.

solar screens absorb the sunlight that is not transmitted to the window, and their higher temp is located outside the window. Tinted windows that do not reflect sunlight also absorb whatever sunlight is not transmitted thru the window, but their higher temp is intergralto the window pane, so more thermal heat is transmitted into the house with tinted windows than with solar screens. So, a lower A/C bill would be expected with solar screens.
