Does anyone know what this is? Years ago I had to provide power to such a machine but I really didn't know waht it did. Is it a machine called a creel that roves (moves) around the factory? Or a machine that does something to some sort of fibers (called roving)?

A creel is a device for holding the required number of roving spools or other supply packages of reinforcement fibers for Fiber Reinforced Plastics manufacturing. This device holds the rovings in the desired position for unwinding in continuous processes like Pultrusion and Filament Winding.
Sounds like definition #2 above.

•'roving creel' is a survey of fishermen, a creel machine appears (through a google search) to be a textile industry machine. However, there doesn't seem to be anything about a 'roving creel machine'.

Timing has an awful lot to do with the outcome of a rain dance.

The filled roving creel may actually be moved from the lapping, combing and drawing department to the spinning department, but I don't think the textile people say that the roving roves from one department to the other.
I believe that other natural fibers, textured synthetic fibers and blended fibers may also go through processing that involves accumulating roving in a creel.
