Does anyone know of anything within ASME Sec. IX (2007) or past code interpretations regarding hot-wire TIG welding?

Why do you ask?  We have used hot wire GTAW for ASME applications.

We have never done a Sec. IX hot-wire GTAW WPS before, that's why I'm asking. Since the WPS's will have impact testing, I'm assuming that the hot-wire heat input contribution must be accounted for, no?

Yes. Review QW-256 in ASME Section IX.
