I am working on a project to replace 450mm asbestos cement pipe with concrete pipes. Concrete comes in 400 and 500mm internal diameters.

Does anybody know if the asbestos cement pipe would be internal measurement or external.

I would begin by checking the flow needed through the water/wastewater service pipe, and make sure that the diameter(s) either 400mm or 500mm will convey that flow.  This way you are not bogged down with matching pipes that are different material.  

And if in doubt, check price differences - maybe another (larger) pipe size is comparable if not the same as the others - so there is no loss in going with a larger pipe size.

I think you would really need (to provide) some more information to get any solid answer to your question e.g. at least the specification pipes was furnished to; however, I believe most ACP at least produced in/from the USA was if anything was probably/essentially nominal internal diameter controlled, with outside diameter however varying widely due to pressure class of pipe (thickness) and manufacturing variations etc. (per AWWA C40X standards etc.)  I think it was e.g. sometimes necessary to turn the ends of pipe to get same to go into the ends of contemporary tie-in/cut-in devices (this may be quite difficult nowadays, at least w/ OSHA requirements etc.)   
If you don't know more about the piping and/or better information is needed ahead of time, unfortunately you may need to (very carefully, as I believe the piping is known to be quite brittle!) dig up the pipeline and measure same.

Thanks for your replys. We had to act quickly and agreed with the client that we assume it's an internal measure (safe bet) - they didnt know either - so we are up to 500mm concrete.
