Is there a suitable substitute for A516 Gr 70 steel to be used in low temperature (-44 F) applications?  A516 Gr70 only comes in sheets, and I have some structural shapes (platforms and ladders) that need to perform under these low temps.

ASTM A 516 Grade 70 material is supplied in plate form, not necessarily sheet product form.  So, I don't see a problem.

Regarding ladders, there are ASTM specifications for fabrication of ladders based on OSHA requirements.
