Have a scenario where 6" ASTM C547 mineral wool was selected to insulate carbon steel plate material. Its recomended to 1200 deg. F, the skin temp of the duct is "supposed" to be operating at 1000 deg. F. However, the insulation is burning or "degrading" if you will.

Any suggestions?

Also, which of the insulation calc programs out there are good, or free so we can look at other materials?

First comment is use only material which is guaranteed by the manufacturer to specific temperature limit, continuous operation. Please note that "recommended by someone" or "guaranteed by the manufacturer" are two different things.
Most of the insulation material manufacturer's have this days their own calculation method (including software), to enable them guarantee the insulation performance they offer. They accept only calculations made on their software and usually is free to their trusty customer (not free for their competitors, though).
They'll happily provide you with calcs for your quotation or estimate or even a copy of the software if they trust you.
There may also be out some acceptable calculation software for insulation thickness, but without guarantees and definitely not acceptable as reference to any insulation material manufacturer.

Carbon steel plate at 1000degF/537degC???? You'll probably have other issues before long.

Have you considered an internal refractory lining?
