Does ASME B31.3 deals with arc burns? if so...where?..thanks a lot.

If you are referring to surface damage from arc gouging, no.
The heat affected material in the arc gouged region of the pipe needs to be removed by local grinding or machining methods and checked using surface nondestructive testing and hardness testing.
