On the plans a detail, in reference to a wall with a single mat of horizontal/vertical rebar, is labeled "Singly Reinforced".

Shouldn't that label read "Singularly Reinforced".

Those rebars may be placed singly, one-by-one, but it results in a singular, one individual, mat of reinforcement.

Whose right?

I don't know, whose right? Not mine.

Singularly reinforced could mean almost anything - reinforced with an unusual material, or to an excessive degree.

Singly is correct, as opposed to doubly.  As Greg says, singularly could have several meanings, e.g. uniquely or surprisingly.

It is singly, not singularly as mentioned.

However, it's also who's, not whose.

"Who's" is the contraction for "who is", and "whose" shows posession.

I know... picky, picky, picky...

"Whose right?" could be a question asking "who owns the right opinion?". :)

No - "Right" means quite different things as a verb and as a noun:  "Whose right?" is a real question, but not one you would expect to see asked in this context.

If you said 'singularly reinforced', I would take that to mean that your method of reinforcement was unique.

Wouldn't be easier and less confusing to say "reinforced with one mat of mesh as per specificaton"
