In NX3 is there a way to link a linear dimension to the drawing view border, so that when the part grows (and therefore the drawing view grows) the dimension will move with it?
I am referring to horizontal and vertical linear dimensions, not ordinate dimensions.

I don't know of a way to link to the drawing border.  However, you can associate the dimension to a point by changing the "Origin" type to "Point Constructor".  Click on "Associative" and then under the "Origin Location" drop down select "Point Constructor".  This is the regular point menu, but near the bottom change "Offset" from "None" to "Rectangular".  Then, select a base point( midpoint on a block side, for example) You'll then see the XYZ's go to Delta XYZ's.  Enter your delta offset for the dim origin location from the midpoint. Now the dim will move with the point it is based on. Note that the dim moves immediately and the drawing will still be out of date until updated.

Using an "associative origin" (point on the model)you can simply drag the dimension to where you want it. As the model grows (or shrinks) the dimension will maintain it's origin relative to that point.
