I imported a dxf file into solid works.
I am attempting to create a detail view from
a portion of a larger view. The detail icon is
not enabled. Why?

Most likely because it's not solid geometry but instead 2D lines.

Has the dxf file been converted and saved to a SW part. (.sldprt or .sldasm)

Are any other icons greyed out?

Can you create detail views from drawing views of other parts?

DXF files are not parametric, so your normal parametric commands will not be available. If you were to make it into a solid then to a drawing, then its now a parametric model.
