I have an Intex 2500 gpm pool pump with Intext type B pleated paper cartidge filters.  Water flows from the OD of the plated filter to the ID.

I replace the filters when I notice a significant drop in the flow. When I look at the removed filter, I inevitably see that a lot of junk has accumulated all along the I.D. folds of the pleats, but nothing anywhere else.  It seems like the bulk of the pleats do nothing except channel water, and all the filtering is done by the crease.  Is that the way it's supposed to work?

Strike that.  2500 gph, not 2500 gpm.  (It's an 18-foot cheapo above-ground pool.)

This is pretty much the case with pool filter cartridges. It's rather analogous to a pleated filter in a shop vac....most of the junk winds up in or about the crease. This is probably a result of the pleat folds channelling most of the water and junk to the crease.

Take a garden hose with a nozzle and spray down the outside of the cartridge, you can use the cartridge about 20 to 100 times.  do this before you notice the flow drop and the dirt will be even across the entire cartridge

I am a bit late here. If you use wound filters in series before the pleated filter, then cleaning  becomes a bit easy. I would prefer washing inside out with clean water.
