Looking for Foam Edge Padding for Head Protection @ Treatment Plant

I am trying to find a manufacturer or distibuter for some type of foam padding we can install to protect workers who work under a 5-1/2' tall clearance from steel beams in the dewatering building.  Its just to protect them from bumping their heads on the steel beams.  Thanks

While I believe any reasonable effort to protect workers is good, if this area were somehow judged a construction site I'm not sure this provision in and of itself would suffice for "Duty of Care" e.g. as explained at  http://www.hardhats.4ursafety.com/hard-hat-articles.html#why.

Why would it be a construction site?  I believe appropriate requirements are laid out by OSHA for clearances in work areas.  In CA, 8CCR Section 3272 requires 6' OH clearance.  Section 3234 requires 6'6" clearance, or where impratcial, warning signs and padding.  I'm sure fed OSHA has something similar (if not exact :)).
