In particular I am interested in calculating reactiong at base of the support skirt and how it is derived?

API 650, Appendix E provides some good seismic information for tank designs. It's geared for tanks, but look at it and it may provide you what you need.
I understand that Manos has developed seismic design criteria and calcs that are superior to API, but I can't verify that.

The IS-1893 is the Indian standard for seismic. Currently, IS-1893 (2002) is latest (it was last updated in 2002).
