I recall seeing a UGS Demo where a .tif image was imported, approximately scaled, and then sketched over top of in sketcher. How do I import an image in NX5 to sketch over top of?

Do you have a Shape Studio license?  If you don't, then it's likely that you won't be able to import the .tiff image.

You can insert the image with View -> Visualization -> Raster Image

or

From the Visualize Shape toolbar choose the Raster Image icon.
