In answer to your original question, "I'm looking to download a fluorescent lamp model for SPICE", it appears the answer is no. It's now your choice to decide whether you want to try to develop the model yourself. I'm sure you would learn a lot from the experience and develop a new skill that might help you in your current and/or future employment.

If you don't understand your model (and to understand it you would have to have a good idea of how to develop it) you will never know if the output you are getting is worth anything.
