What would be an acceptable level of oxygen in the inlet to an amine plant and/or a refrigeration plant with EG dehydration and hydrate inhibitor.

I know that the oxygen will react unfavorably with the acids in the amines and glycols causing corrosion, however I have not found what is high or what is too high.

Should it be in ppm levels? ppb levels?

After 0% O2, then 1 ppm O2.  I've operated TEG and Amines plants with 2% O2.  The TEG regenerator (the same with EG) will corrode quickly, so we went with a 304 SS regenerator.  The amine systemis not much of a problem, we just consume lots of amine.
