We had about 45 minute conversation last week on the definition of the following words.  Could some of you chime in on your thoughts and if possible point me in the direction of where I might be able to find some documentation to back this up.

Operational
Start Up
Commissioning
Pre-Commmissioning
Production trials

My guess is the definition is going to depend highly on the application.

Commissioning a naval ship is probably a very different thing to commissioning a power plant.

What application/situation are you talking about?

If you are writing a specification, standard or procedure, have a definition section at the beginning of your document to define exactly what the meaning of these terms are for the application. That way everybody is on the same page and there are no misunderstandings.

All the terms above have multiple meanings;  just as most words in the english language.  No single meaning, no single definition,  that's the english language.

It's the responsibility of the writer/user of these terms needs to ensure the context (that is, DESIRED definition) is crystal clear.

Never having been accused of being shy, I tender my view:

Pre-commissioning:  Developement of procedures to facilitate commissioing, including assignment of responsibilities for different disciplines and coordination of efforts where disciplines, i.e. electrical, mechanical, etc. overlap.

Commissioning:  Tests, observations and measurements to assure that installed equipment and systems meet the specification of the design.

Start-up:  The process of bringing new equipment on line for the first time.

Production trials:  trials to to determine that the installation can meet the production standards per the design documents.

Operational:  The new unit is turned over to its end users as fully operational.

Obviously on many projects these distinctions get blurred, overlap and merge into a great nebulous entity of hard work, lots of yelling and waving of arms, personnel changes under duress, and other unpleasantries, following which it is hoped a fully operational unit emerges...

For my area:


Pre-Commmissioning - Stuff to do before commissioning starts. Usually deals with infra-structure and support. For example, making sure you have your calibration equipment, meters, instrument air, power, trailer, etc. available.

Commissioning - Making sure that the equipment is not damaged and is working, calibrated, etc. For motors, bumped.

Start Up - Start your facility, plant, what have you up. This is usually the time when you will discover those things missed during commissioning, as well as design issues that doesn't show up "on paper".

Operational - Once start up is successful, and turned over to operations.

Production trials - You run a test run of what you want to produce. Could be a different product, a different recipe, etc.

Thanks guys, I just needed some input before I go and write definitions for the project.
