if the engineer has opted to use 250uc90 as the internal columns in portal frame, what sort of loading conditions would they be subject to? and why would an engineer opt for 250uc90 as the internal columns??

There are a huge amount of possible reasons for this, I suggest you talk to the design engineer to ask them why.
