Does anybody know a source of information on designing indoor buffering tanks for cooling tower water?

I found a pdf from Delta Cooling Towers about sizing the tank to store 3X the system circulation rate.  Any help would be appreciated.

Not sure what you mean by buffering tanks?  The 3X number is a typical sump volume.

Is this to prevent the sump from freezing during cold ODA temps or some other reason?

"Buffering" tanks are normally used on the chilled water side to prevent rapid load swings on chillers. I have never seen a "buffering" tank on a cooling tower. I have seen indoor and underground sumps. The underground sumps I service hold about 15,000 gallons on a 1200 ton tower.
