I have been trying to installing the standard parts library with no success..
I have been installing it from the solid edge cd to c:\Solid Edge Standard Parts and when the installation in complete i have been trying to change in the tools\options --> file locations
standard parts SAC file and add the directory to the c:\Solid Edge Standard Parts\SMAPINIFile.sac but it tells me its not working "the standard parts INI file was not opened successfully"
what can i do.. i have been trying to reinstall the library several times now.. but with no success

did you run the setup after the installation:
C:\Program Files\Solid Edge Vxx\Program\StdPartsSetup.exe
this will create some registry entries and after that std-parts
should work.

does the free-contents of the std-parts work? For the full
contents (machinery library) you need at least the classic
version of SE or a seperate license.

There was a WINDOWS update a few weeks ago, which gave a conflict with Standard Parts, giving the exact error message you are stating.
Update 8 will fix this problem

BTW, is there a way to get the updates for your current release without having a maintenance contract? (One can dream, eh?)
