What is a good rule of thumb for sizing a water storage tank without oversizing?

Well it depends on peak usage and the ability to replenish it to maintain supply.

Your question is a bit short on detail.

one thing that seems to be missed is system redundancy.  Assuming you need to take your tank out of service for a month so you can repair and re-paint, you will need to rely on your other tanks in the system. Redundant water sources and storage tanks are critical to being able to maintain your system.
