I am looking for more definitive criteria for applying the test of "flowing water from the structure" and "dry hand test" as described in ACI 350.1R-93, paragraph 3.4.2. Is there a different standand for buried tank as opposed to expose tanks, and why?  Is the "dry hand test" for flowing water from cracks, or is it a test for permeability of concrete not experiencing visible cracks?  I am looking for industry standards for applying these tests to both buried and exposed water containing structures at a wastewater treatment plant.
