Hmmmm.  Not a bad idea, but OPS beat them too it.

Actually it looks like just another repackaging of information that is available for FREE and online from the US government websites where you don't even have to login.

Here's what you can access for free,

Even interpretations can be found here, (not cross referenced), but still not bad as they are indexed to particular parts of each regulation code.

If you're handy with a scripting language, its relatively easy to automatically download and assemble any of these documents into one searchable doc, if you think you need to, but you can even do most searching you will need here,

Ya it is!  And all there just for the asking.  If only the rest of the organizations were so "user friendly".  Makes me want to start "open_pipeline_spec.org"

P.S. They're MS Word Documents, separated by Subparts A through O.  You can combine them into one MS Word document to make an easily searchable document of the whole Part 192, or do whatever else you might like to with them, such as convert them to HTML and create hypertext links, etc.  If you do any useful modifications, it would be nice if you would also upload them to rapidshare so they can be shared by all.
