There is a publication called Storm Surge Analysis by USACE numbered EM 1110-2-1412.  There is no listing for it on the USACE website.  Does anyone know where else it may be?

There is also a Users Manual by Lyle Zevenbergen and Ayers Associates for the Tidal Hydraulic Modeling for Bridges pooled fund study.  I have the phase II and III reports, but I cannot find this user's manual.  Does anyone know where to find it?

What we need is guidance in combining upland runoff with a surge surge hydrograph.

It might be available somewhere if you do a deep search on the web and find it. ...or there might be a hard copy at a nearby university library.

Officially, it's been superceeded by the new Coastal Engineering Manual EM 1110-2-1100, part 2. The CEM is available for a download from the USACE web site.
