i have an assembly that consist of concrete and rebar is there a way to add balloons to correctly reference the rebar and concrete whenever i try and add balloons it only wants to reference the concrete, any help would be greatly appreciated.

Does the assy drawing consist of an assy model? Or is it an assy with concrete and a rebar part added to the dwg?

it is a assembly with complete bill of material

Make sure your BOM option is set to show parts and assemblies.

Hide the concrete part in that view and then try and to balloon the rebar. If that works, unhide the the concrete part and then balloon it.
