Geogrid lenght for a Anchor Concrete Block wall ,is 60% of the height of the wall safe enough? Placing it on every other course 16" oc.max height 11 feet

It depends.   Grid size and length are dependent on the wall height, properties of reinforced soil, properties of retained soil, ground surface behind the wall, surcharge loads, etc.  60% is about the minimum grid length.  You need someone to design the wall after you provide more information.

2XT may not be sufficient for an 11 foot high wall. Probably need stronger 3XT or even 5XT geogrid.  Like above said, depends on soil conditions, loads on wall, etc. Geotech should look at design.

If you can use 70% lenght/height ratio you'd be amazed how much better your face deflections are controlled.  This is shy AASHTO requires 70% as a minimum L/H.
