Can someone define "circular finish" I have a customer drawing requiring a 16 finish or 32c.

It's the machining marks, they have to be circular; much like a lathe operation would leave on a surfaced part.

how would you check the depth of variation and how much
depth could you have,i figured .00032 depth

A 32 is 32 micro-inches rms. You sweep a (usually) electronically-amplified stylus across a 1-inch swath of the surface, and take an rms (root-mean-square) average of the reading. Alternatively, purchase a visual comparison standard.
