Hi~ guys
I have known tha 30x30x28 tee(a234wp-w)is made by welding after plate forming. but i saw tee made of pipe opened hole.
(opened hole to pipe is welded)
is it possible for tee to be made of pipe?

Not sure the exact question, but I believe you are asking if you can "fabricate" a tee by stubbing a pipe onto a pipe run. The answer is yes you can. It is a branch weld.
It is not a common method to make a tee, but if you have a pipe run and need to tee from it, this is an option. You eliminate 2 butt welds (dropping in a tee), but the lay out, cutting & welding of the branch is much more difficult and presents it's own set of problems.

For hot tapping solutions in particular circumstances it is possible the use of split tees

Yes you can, but it will need to be looked at and will be dependent on the wall thicknesses of the 2 pipes, the design pressure, yield strengths, design factor, etc.
Look at B.31.8, paragraph 831.4 for criteria and for calculating.
