I've developed a housing and have incorporated a number of features into the housing, like channels to fit an extruded piece, screw bosses, etc..
I now need to scale down the basic geometry of the housing by 10%, but I need to keep all the added features the same scale @100%.
My thought was to go back in the feature tree to the point before the other features were built, scale down the housing, and then rebuild all the features.
Are there other ways to go about this that you could suggest.

The easy way...
as you had mentioned; scale as many of the features as you can, and then reconstruct the remaining features after the scale. This should require minimal changes.
The hard way...
Go back into each sketch for each feature of every part and make the necessary changes so that it is properly dimensioned to the correct size without any scaling feature. Depending on the number of parts and their construction this may/may not be realistic.
Just a note of caution if you use the easy way, you must always remember that the scale feature is in their. Example, suppose you (or worse, someone else unfamiliar with your model) later needs to increase the height of a wall by 0.5". If you(they) go to that extrude feature and simply add the 0.5", this doesn't take into account that it will be scaled dow 10% later in the model. A mistake that is simple to make, and may make a big difference.
