Hi,

We are planning to engage OEM engr/specialist for the supervision for installation, commissioning and performance testing of our gas turbine package. The contract will be on reimbursable basis i.e. manhour rate.

Any advise on how to effectively manage this type of contract? Any lessons learned.

These one line messages with no details and with broad general questions don't really help us help you very much. I would suggest you take some time to be a bit more thoughtful about what you want to know.

I assume this is in related to your previous post on the steam turbine generator? Is this a cogen plant of some sort? What kind of turbines? Where? Who is managing the commissioning, you, the client company, or is there an EPC involved? Are you asking this question from a contract management perspective or a technical assurance perspective?  

Again, some specifics would make this conversation a lot more productive.

Interesting and strange that you have to 'hire' the installlation and SU engineer now.  A decade or two back, for steam TG, we were part of the sale price.  while we had meetings with the customer, we were managed by our company with primary emphasis on protecting the company's intrest and not the customers.  Working with the customer to met his schedule was expected and efforts were made to accomadated.

Yes I'm currently working on one train of cogen plant. It is an expansion of the current cogen plant which consists of 4 GTGs/HRSGs + 1 STG. The new train will have one unit of GTG and HRSG.

We split the contract into 2 main packages i.e. supply of GTG (ex-work) and EPCC Contractor (Engr, Procurement, Construction & Commissioning) of the balance of plant.

The installation & commissioning part will be by EPCC Contractor but still the supervision for the GTG installation, commissioning & performance testing will be provided by the OEM at reimbursable rate to us, the Owner of the project.

The OEM had proposed some estimated manhours for the entire supervision scope. We also agreed the manhour rate & other reimbursable rate like lodging, air tickets, meal, etc.

As the Owner rep for the project, I need to ensure the Cost, Schedule & Quality are within the allocated budget.

Based on your experience, what will be the most effective way to manage the above activities and still achieve the project objectives (cost, schedule, & quality).

Need to defind who has responsiblity for what?  For example, as an ex LSTG SU engineer, I recall I only had the responsibilty to "watch" as others craft performed the work under the suppervision of the construction manager.  The "watching" of the anaolog controls (MII) was the actual directing and being the interface between the I&C and milwright craft for setting valves.  Basically the same for the anicliarly systems.  The scheduling and performance was not my resposiblity.
