IN OUR POLYETHYLENE PLANT ,BECAUSE OF STICKY POWDER WE HAVE PROBLEM IN TRANSFERING SYSTEM & SOME TIME ALL ROTARY VALVES & LINES SHOULD BE OPEN & CLEAN.PLEASE LET US KNOW HOW TO SOLVE THIS PROBLEM.

1. Sorry to be fussy, but try to remember to use mixed-case when typing because all-caps comes across like you're SHOUTING.

2.  Keep the powder dry.  High humidity can promote clumping.  If necessary, have the system air pass through a hygroscopic dehydrating bed before it get into the system.

3.  Keep the powder cool.  If you are pumping the powder around with a pressurized system you are adding heat to the powder.  Heat of compression can instantaneously raise the temperature of the air to higher than the melting point of the powder.  Then high-speed conveying causes friction and the powder particles partially melt when they go around elbows or in rotary valves. This causes them to draw off filaments that collect as "birds nests" in the system.  Use lower pressure for conveying, or change to a vacuum system.  

4. Consult with a reputable manufacturer of powder conveying equipment.  I have had good experience with Premier Pneumatics.  They will set up a system in the lab and run a couple of barrels of your product for you, and show you specifically how to avoid your problems.
