RE: Creep data of A516 Gr. 70?
The web site below is one of the best I have seen on pressure vessel material creep properties. You can register for free, to access this database;

What I need specifically is to estimate the time to get 2-3% creep strain at 700-800 deg F at stess level of 20-30 ksi.

A516 Gr. 70 material is carbon steel plate commonly used for tanks and pressure vessels. The ASME boiler code bans usage above ~ 775 F due to a metalurgical degradation known as "graphitization". This type of failure occurs over long periods of time....
This type of degradation is why the more costly alloy steel materials were developed in the first place.
