Uprate existing Pipeline

The natural gas pipeline 34", length is 1.3 km. Existing design pressure is 69 barg however this pipeline was constructed from materials which has higher design pressure at 143.4 barg.
We intend to increase design pressure from 69 barg to 89.6 barg. Can anybody advise whether ASME B31.8 allow to waive hydrotest. Because we worry about dewatering after hydrotest.
Pipeline has aboveground/underground portion, reducer and insulating joint we thought that dewatering is not practicable.
PS: CODE concerning to this issue would be ASME B31.8-2003 “Section 845.6 Up-rating”.

You've stated the proper section of the code, if you read it, it does allow for uprating without hydrotesting based on meeting certain criteria and parameters, I believe the applicable section is 845.62.
You'll also need to verify that the Class locations have not changed.
