Can anyone tell me why when I create a detail view on a drawing, the circle boundary is not showing?  It shows in one drawing, but not in the other.  Any help is appreciated.

I would check the "Layer Visible in View"  of the Sheet.  If your work layer is 20 and 20 is masked off in "SH1@..." , then the circular boundary on the parent will not show.

Are you talking about the 'boundary' around the 'detail area' of the parent view or around the detail view itself?
