I have constructed a 3D wire frame that is the centerline of a Bent Wire that I want. How do I go about Sweeping a circular shape along this wire frame centerline?
The Sweep Boss/Base Icon is shaded, not lit.
I was able to do basically the same procedure on a wire frame that I constructed on one plane, but not when frame is in over one plane.

You should check the help menu, as this is a pretty basic feature.

That said, here's a couple of hints:

To make a solid sweep you need a sweep path and a section.  You have the sweep path.  Make sure the path you have is a single entity (make it a composite cuve if it's not).  Then create a plane at the endpoint of the path and sketch the section.  Use a peircepoint constriant in the section to constrian your section to the path.

Thanks bvanhiel. I had my section as a part of the same sketch. As soon as I separated it form the path, the Sweep Boss/Base icon lit up and the Part was swept.

Try using the weldment function. You can us solid or tubing profiles for the sweep. Also, it will give you a cut list for the pieces.

"draftsman101" I am not sure how this is beneficial. You are right that it gives you a cut list for the pieces, but it makes each separate line and arc a separate piece in the cut list which causes you to have to total the lengths to get an overall wire length. Can you explain the benefits to me/us a little better?

Depending on which version of SW you're using, there's always the routing option...
