I'm looking for a manufacturer that makes a 1-3 second delay on release relay.  Nothing programmable. It needs to be a 12V relay for an automotive application.  I used to get them from Hella but they stopped making them.  They make a different kind that requires the control signal to be a ground, which is no good for me.  

Kussmaul makes a good one: http://www.kussmaul.com/091-103-012.html  But it's a bit out of my price range and I was hoping for something that fits an ISO mini relay footprint or Micro 280 footprint. If anyone happens to know of any of these out there somewhere I'd appreciate it.

There are plenty of off delay timers out there. They are fairly common in industry. A few more details would help:

Are you excluding electronic timers by saying 'nothing programmable'?
Is there a permanent 12V supply available to the timer?
What is your budget? Everyone has different ideas of what constitutes 'expensive'!

Would you consider holding the relay coil on with a capacitor?  What is the application, how many poles and what is the nature of the circuit that turns on the relay?
